Lockpicking, Pickpocketing, and Speech aren't completely useless perk trees; however, some of them require you to get more "useless" perks to get the ones that are actually good. It just depends on what you value as important, and how you may or may not be roleplaying your character.
For example, a pure thief style character would benefit more from some of those perks than a Mage or Warrior. Even then, putting a few perks into trees that aren't particularly under your main trees isn't going to destroy your character or anything. Plus, theres hypothetically so many perks that you can get in this game, that you can afford to get some that don't necessarily add to your combat skills.

If you get the skill high enough, you can persuade people without perks. If you can't persuade, there's usually a quest you can do to get what you want from that person. Perks shouldn't be wasted for gold since you can get it easily in this game. You can also find certain items that improve your speech skill. That covers just about everything the speech skill is good for.
